A compromise formula on the new controversial exam formula has been worked out between the government and the Indian Institutes of Technology at an IIT council meeting today. According to reports, the new format may be introduced from 2013. The meeting was chaired by Dr MM Sharma, the chairman of IIT Madras’ governing board. The IIT council is headed by the HRD minister and comprises the Chairmen and directors of all IITs, Chairman of the University Grants Comission (UGC), three MPs, appointees of the central government and those of the All India Council for Technical Education (AICTE).

In the new formula, the class12 board exam marks will not be considered for entering into the esteemed institutes. The class 12 state board marks, has been the bone of contention between the IIT senate and Mr Sibal. The proposal floated by Mr Sibal last month, had suggested that class 12 marks will be given weightage for entry into the IITs. This was opposed, saying different states had different systems of marking students so it would be incorrect to consider those marks for entry into to IIT.

Instead of board marks, top 20 per cent scorers in board examinations will be eligible to take the main (multiple-choice) IIT entrance exam. And then 50,000 students who score the best there will move on to the advanced exam, which will be conducted by the IITs.

This is being seen as a big victory for the IIT Senates, who have been keen on conducting the advance test themselves, but have been against the idea of relying on board marks. The Senates are the highest decision making bodies on all academic matters of the IITs. A senate consists largely of professors who are made responsible by the IIT Act of 1961, “for the maintenance of standards of instruction, education and examination.” This new format could be implemented from 2013; a change he has been insistent about, but was being resisted by the IITs. They had opined that any sweeping changes in the admission process should be brought in from after 2014.

    It is very unfortunate that such a vital issue has not been finalized so far, which directly affects around 20 lakhs of aspiring students. Moreover, by allowing only top 20 percentile students of respective Boards will cause injustice with rest 80% of the students/masses. At least eligibility criteria should be left as per earlier year’s eligibility criteria. Moreover meeting being held today on the issue should include all the involved bodies/persons and should not end unless final decision is arrived on and that final decision be honoured by all. But please keep in mind that it should be students friendly and not like that only for top 20 percentile students.

    1. If only top 20% scorers will be eligible for mains exams, then each State/ central board has to publish the merit list of those top 20 % scorers?
    2. Therefore application for IIT exams can be applied only after the declaration of all the board exams and after the merit list of top 20% scorers is declared. I.e it can applied only in the month of MAY(probably).
    3. Due to this delay Mains Exam cannot be conducted before June.
    4. After the declaration of the result of Mains the top 500000 students who will appear in Advanced exam will probably appear in the month of July.
    4. Then will the counselling be done in the month of August?
    5. When will the course start?
    6. There have been many regular students who could not score very high percentage in board exams but got selected in IIT exams. This new format restricts those students to even apppear in the IIT exams?
    7. How does it reduce the stress on students when they will be double stressed to score high in Board exams as well as strugle hard through out the year of IITJEE also?
    8 How will it curb the problem of coaching institutes, whereas the students wiil be running for two kind of coaching now onwards for scoring high in board as well as in IIT exam?
    Respected Minister and members of the IIT council, have you give a thought to these problems. When will the students appearing in 2013 get the answers to these questions.
    Personally I feel it to a rubbish decision.

    next year the cut off is of the students who appear in 2013 , the top 20% are of 2013 then what about the students who appeared in 2012 ? how to fit them in top 20% students?
